Is this the right SQL Server license for you?
This is a Server plus CAL license, not a per-core license. It covers one server instance and 100 Client Access Licenses, so up to 100 named users or devices can connect. If you need more than 100 connections, or you run a public-facing database where you cannot count the users, the per-core licensing model is the correct one and we will point you to it instead.
SQL Server 2016 Standard caps at 128 GB of buffer pool memory per instance and 24 cores per instance for the database engine, so the 32 core figure covers the licensed hardware rather than a per-instance limit. If you are sizing a new deployment rather than maintaining an existing 2016 estate, look at SQL Server 2019 or 2022 Standard first, because the license cost is similar and the support window is much longer.
